If memory serves me right, China had declared that they were able to control the outbreak and opened the restrictions. So what's up with almost 60,000 death count in the past five weeks recently reported? China is also further criticized for the lack of data transparency and for limiting vaccines. We've been living with the virus for quite a long time now, so I expected the country to do better given their past experiences.

I would guess that the Chinese government wanted to avoid another lockdown session. It's understandable; the economy will decline and complicate the situation further if that keeps up. Isn't that why we talk about accepting COVID as a regular disease? Even though the numbers go up, if it's no longer considered a pandemic, then a lockdown won't be necessary.
